What does the 1:1 rule mean?

The 1:1 rule describes that the operation takes place at a flight altitude equal to or less than the lateral / horizontal distance between the UAS and uninvolved persons. The safety of bystanders has the highest priority.

The 1:1 rule also plays a role in connection with the geo-zones according to §21h LuftV0. The distance of 100 m to infrastructures such as federal trunk roads, federal waterways and railway facilities can be reduced by up to 10 m if 1:1 is observed. This means that the flight altitude is limited to 15 m when operating at a lateral distance of 15 m from the federal highway. At a lateral distance of 30 m, the flight altitude is limited to 30 m, etc.

Further information, in particular on the distance regulations within the "open" category, can be found here.
