What is a general ruling?

Operating bans for unmanned aerial systems and model aircraft were defined in the Air Traffic Regulations. However, there are exceptions to this, which can be applied for by means of individual or general licences. In order for the state directorates of the federal states to cope with the mass of applications, general rulings are sometimes also possible. These contain provisions to simplify the application process and specify the criteria under which the operation of a drone is permitted in the case of otherwise prevailing operating bans.
